The indictment for the tragedy at the Kocani “Club Pulse” reveals shocking details about how the facility operated for years based on false and incomplete documentation, approved by the accused engineer Milka Edrovska and her company “Venci Proekt”. Instead of respecting the legal regulations for construction, Edrovska is accused of preparing a document without key safety elements, and then, years later, simply “updated” it by changing the cover page.
According to the indictment, in 2012, at the request of owner Dejan Jovanov, Edrovska prepared a document titled “Basic Design.” Prosecutors claim that this document was substantially incomplete and did not contain the mandatory sections required by the Construction Law.
The alleged project was missing key phases:
- Statics report (stability of the structure)
- Electrical project
- Water supply and sewage project
- And most importantly: Elaborate on protection against fires, explosive substances and explosions
The prosecution alleges that Edrovska knew that the facility could not conduct catering activities because it was contrary to the Detailed Urban Plan, which envisaged "light industry" at that location.
The same falsified project was used again in 2023. When the owner Dejan Jovanov transferred the work to the new company "MMMM Kafe" DOOEL Kochani, he again turned to Edrovska for documentation.
Instead of developing a new project or conducting an on-site inspection, she is accused of using the old document as a template. The prosecution claims that Edrovska "only changed the first page", where she changed the name of the investor from "Classic DM" to "MMMM Kafe", put a new date (15.02.2023) and a new stamp.
This false document, according to prosecutors, allowed Jovanov to use it as a basis for conducting illegal catering activities and obtaining licenses. Milka Edrovska, together with her company "Venci Proekt", is now charged with the crime of "Serious crimes against public safety", as one of many factors in the chain of failures that allowed the unsafe club to operate and led to the tragedy in which 63 people died.
